We have now published the results from our stakeholder consultation 'Have Your Say' that closed January 2016.  We were delighted with the number of responses that we received and the feedback that was provided.  The feedback has identified some key areas for us to focus on for 2016/17. Thanks to all those that took part.  We will be providing an update on our progress in November.

Stakeholder consultation launched on 19th March 2012

We submitted our initial Business Plan to Ofgem in November 2011.  Since this time we have continued to engage with stakeholders and Ofgem, and there are a number of areas of our plan that we are currently reviewing for our April resubmission

RIIO-GD1 Update

Ofgem decision on Fast Track for Gas Distribution Networks

As part of gas distribution’s price control review (RIIO-GD1), National Grid Gas Distribution submitted our detailed business plan (for the 8 years from 2013/14) to Ofgem on 30th November.

Since then we have met with Ofgem and their Board and have received positive feedback about the quality of our plan. On Friday, Ofgem published a letter announcing that they had completed their initial assessment. They noted that the plans were much more comprehensive and higher quality relative to previous price control submissions, and were informed by a far greater degree of stakeholder engagement. This engagement has helped Ofgem to consider whether our plan, and those of the other networks, should move to the “fast-track” process.

In addition, Ofgem noted that the change to the HSE policy on iron mains replacement compressed the time available for the RIIO-GD1 fast track process and that they would require networks to achieve a very high-hurdle for their plans to be considered for fast-tracking.

Ofgem concluded that it would be difficult for all networks to resolve outstanding matters that were in the consumer interest within the restricted timetable.  Consumers would be better served by resolving such issues on an industry-wide basis and over a longer time-frame than through the accelerated fast track process. Ofgem have therefore concluded that no GDN should be retained in the fast track process.

We welcome this early decision as it now allows networks a greater period of time to resolve key issues that Ofgem will set out in their Initial Assessment (17th February). The Initial Assessment will also identify proposed level of regulatory scrutiny for each network.

Following this publication, and ahead of final re-submission on 27th April, we look forward to working with Ofgem, stakeholders, and other networks to resolve any outstanding issues, and will consider updates to our plan in light of feedback received.

National Grid Gas Distribution held two further stakeholder engagement sessions at London and Birmingham on 13th and 14th December.  Both events looked at the impacts at a more local level as well as providing an overview of our business plan submission.

 National Grid Gas Distribution carried out consumer research in June 2011.  This research was conducted by Accent with the purpose of determining service levels that are expected and considered acceptable across a number of core business areas.

Final opportunity to comment on our detailed business plan proposals
 

Our Gas Distribution business plan was originally scheduled to be submitted to Ofgem at the end of July but because of the Health and Safety Executive (HSE) review of the iron mains replacement programme it is now due at the end of November 2011.
 

In light of the HSE’s decision, we will be holding two further workshops to discuss these changes, focus on the topics where you have previously told us more discussion is required and also cover anything else you think is important.
 

The workshops are scheduled for 21st September 2011 in London and 28th September in Birmingham. Please see accompanying leaflet for further information.

Revision to RIIO-GD1 timeline for submission of our Gas Distribution business plans

Today, Ofgem announced a revision to the RIIO-GD1 timeline.

Over recent months the Gas Distribution Networks (GDNs) have been working closely with the HSE and Ofgem to review the iron mains replacement programme.  In the light of this work, on 9th June the HSE signalled a significant change in the approach to the programme.
 

For this reason, Ofgem has decided that the GDNs require sufficient time to reflect the changes to the replacement programme approach in the RIIO-GD1 business plans. For National Grid Gas Distribution, we believe that this will allow us time to give proper consideration to the implications of the HSEs decision, seek the views of our stakeholders and revise our well-justified business plans accordingly.
 

As such, the submission of the GDNs RIIO-GD1 business plans will be delayed by 4 months (from end-July to end-November).
 

National Grid remain fully supportive of the HSE and Ofgem and will continue to work with both, as well as a wide range of stakeholders. We look forward to continuing our engagement as we develop these revised plans and believe this is an excellent opportunity for us to deliver a replacement programme that is right for consumers, employees and shareholders.
 

This decision does not impact the timetable for the Transmission price control review (RIIO-T1), which will continue along the existing timeline.

National Grid hosted a joint Gas Distribution and Electricity and Gas Transmission environment event on 8th November.
 

A wide range of stakeholders were invited to the event in order to explore what environmental outputs National Grid's Gas Distribution and Electricity and Gas Transmission businesses should be delivering during our next price control (2013 - 2021).
 

A pack containing all pre-meeting materials, presentations given on the day and a detailed report of the workshop are now available.

In April 2010, National Grid along with the other DN's through the Energy Networks association, commisioned Redpoint to undertake a long-range scenario-based modelling study of the future utilisation of gas out to 2050, and the consequential impacts of this for gas networks.
 

The Gas Futures Scenario Project - Final Report has now been published and shows that there are credible and robust scenarios in which gas could play a major ongoing role in the GB energy mix while meeting both the 2050 carbon targets and the 2020 renewable energy targets.
